Luisa Villegas

Deputy Senior Programs Director, South America

Ms. Villegas is a seasoned program director with more than ten years of experience in designing, managing, and evaluating international development programs. As Deputy Senior Program Director, Ms. Villegas acts as the liaison between field offices and local partners, and headquarters; and also between headquarters and donors. Over the years, she has actively participated in the management of an extensive portfolio of US government and private sector-funded projects in the South America region. Her areas of expertise include: democracy and governance, civil society, women entrepreneurship, and STEM education, among others. Ms. Villegas has extensive experience developing public-private partnerships and currently manages PADF’s corporate partners.

Prior to joining PADF, Ms. Villegas worked at Partners of the Americas where she contributed to the management of various cooperation initiatives, as well as resource development and communications for the international NGO.

Born and raised in Colombia, she has first-hand experience and knowledge of the Latin American context. She has been actively engaged with community organizations in her native country.

Ms. Villegas holds a Master's degree in Political Science with emphasis in International Politics from Georgia Southern University and a Social Communications and Journalism degree from the Universidad Pontificia Bolivariana, in Colombia. She is a recipient of the Georgia Rotary Student Program scholarship.
